Canada and Finland Sign Youth Mobility Agreement

Thunder Bay, Ontario—On May 19, 2023, the Government of Canada took a significant step in fostering international opportunities for Canadian youth and enhancing cultural exchanges by announcing the signing of a new bilateral agreement with Finland. This initiative aims to create pathways for both Canadian and Finnish young people to gain enriching work and life experiences abroad.

Key Announcement

The Honourable Patty Hajdu, Minister of Indigenous Services and Minister responsible for the Federal Economic Development Agency for Northern Ontario, announced the Canada-Finland Youth Mobility Agreement on behalf of the Honourable Sean Fraser, Minister of Immigration, Refugees, and Citizenship. Joining her was His Excellency Roy Eriksson, Ambassador of the Republic of Finland to Canada. This agreement is anticipated to come into effect in 2024.

Program Details

Under this agreement, Canadian and Finnish youth aged 18 to 35 will have the opportunity to work and travel in each other’s countries. This is facilitated through the International Experience Canada (IEC) program and its Finnish counterpart. The agreement encompasses three primary categories:

  • Working Holiday: Offers the chance for open work permits, allowing for flexible employment opportunities.
  • International Co-op (Internship): Provides students with work placements related to their field of study.
  • Young Professionals: Aims to enhance career development with professional work experiences.

Participants can engage in these categories for up to 12 months each, enabling a comprehensive experience across various sectors.

Strengthening Bilateral Relations

Canada and Finland's relationship is marked by a history of collaboration and shared values. Celebrating 75 years of formal diplomatic relations in 2022, both nations view this agreement as a platform to further strengthen their ties. The Youth Mobility Agreement will facilitate deeper cultural exchanges, allowing young people, including Francophone and Indigenous youth, to:

  • Immerse in diverse cultures and environments.
  • Acquire valuable life skills.
  • Enhance future career prospects.
  • Cultivate long-lasting social connections.
