Canada Expands Support for Ukrainian Refugees Amid Ongoing Conflict

Ottawa, March 30, 2022—In a continued demonstration of solidarity, Canada is extending a helping hand to Ukrainians fleeing the war in their home country. The government is not only opening its doors but also ensuring that these individuals receive the necessary support to integrate and thrive in Canadian society.

The Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, announced a series of temporary federal support measures aimed at aiding Ukrainians in settling into their new communities. Traditionally reserved for permanent residents, these Settlement Program services will now be available to temporary residents under the Canada-Ukraine Authorization for Emergency Travel (CUAET) until March 31, 2023. This extraordinary measure is designed to assist those arriving via this accelerated pathway.

Key Support Services

Ukrainians arriving in Canada can expect access to a variety of essential services, including:

  • Language Training: Courses to improve English or French proficiency.
  • Orientation to Canadian Life: Guidance on enrolling children in schools and understanding local customs.
  • Labour Market Integration: Services such as mentoring, networking, counseling, skills development, and training.
  • Community Connections: Activities that foster integration and community building.
  • Needs Assessments: Evaluations to identify further requirements and referrals to appropriate agencies.
  • Targeted Services: Specialized support for women, seniors, youth, and LGBTQ2+ individuals.
  • Additional Settlement Support: Comprehensive services available through the Settlement Program.

These services are facilitated by over 550 agencies nationwide, with provincial and territorial governments playing a crucial role in this collaborative effort.

Airport Arrival Services

Beginning in early April 2022, the Canadian Red Cross, in collaboration with the federal government, will offer arrival services at major international airports in Toronto, Edmonton, and Vancouver. This includes translation services and providing information in the language of choice to help Ukrainians access both government and community resources.

Collaborative Efforts

To streamline response efforts, a Ukraine Cross-Sectoral Collaboration Governance Table has been established. This assembly includes settlement sector leadership, provincial and territorial representatives, the Ukrainian Canadian Congress, the Canadian Red Cross, federal partners, and other stakeholders. The table will facilitate coordination on logistical matters, including cash donations and volunteer assistance.

Biometrics and Employment Assistance

In a bid to expedite the safe arrival of Ukrainian nationals, certain low-risk individuals may be exempted from providing biometrics on a case-by-case basis. While biometrics are an integral part of Canada's identity management and security processes, this exemption aims to ensure swift and secure entry.

Service Canada, alongside delivery partners, is providing Ukrainian newcomers with information on various governmental programs, including the issuance of Social Insurance Numbers (SIN) through convenient clinics. Furthermore, the government has launched the Jobs for Ukraine webpage on March 17, 2022, which has since garnered nearly 96,000 views. This platform is designed to connect Ukrainians with employment opportunities across the country.
