Canada Enhances International Student Program Regulations

November 15, 2024—Ottawa: Canada, renowned for its diverse and inclusive society, exceptional educational institutions, and promising post-graduation opportunities, continues to attract students globally. To maintain this appeal, the International Student Program must remain sustainable while safeguarding students from exploitation.

In the past year, Immigration, Refugees and Citizenship Canada (IRCC) has implemented robust measures to ensure the program's integrity by combating fraud and shielding students from malicious entities and financial instability. According to the 2025–2027 Immigration Levels Plan, Canada aims to reduce its temporary resident population to align with long-term economic strategies, fortifying the quality of its temporary resident programs.

The Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, announced today the implementation of new regulations affecting the International Student Program. Among these changes is the adjustment to the permissible off-campus work hours for international students, now capped at 24 hours per week during academic sessions.

Going forward, international students must obtain approval for a new study permit before transferring between learning institutions. This policy underscores efforts to enhance the program's integrity and ensure compliance.

Designated Learning Institutions (DLIs) are pivotal in protecting the program's integrity. Since 2015, IRCC has collaborated with DLIs to bolster student compliance reporting. Institutions that fail to meet reporting requirements or verify acceptance letters may face suspension from enrolling new international students for up to a year.

These regulatory improvements aim to provide greater oversight and protection, thus enriching the academic experiences of international students in Canada.
