Canada launches an immigration pilot for home care workers
In a bold move to address the growing demand for skilled labor in the healthcare sector, Canada has announced a new immigration pilot program aimed at granting permanent residency to home care workers. The Home Care Worker Immigration Pilot (HCWP) sets ambitious targets to admit 2,750 home care professionals, underscoring the nation’s commitment to supporting essential services and immigration regularization.
A New Chapter for Home Care Workers
On March 8, 2025, Immigration Minister Marc Miller unveiled the HCWP at a press conference, detailing the program's dual-stream approach. The program reserves 150 spots for home care workers currently out of status, allowing them a pathway to regain legal standing in the country.
The HCWP is divided into two streams:
- Workers in Canada Stream: Tailored for foreign home care workers already residing in Canada.
- Applicants Not Working in Canada Stream: Designed for foreign home care workers applying from outside the country.
The program will initially focus on the Workers in Canada stream, with applications opening on March 31. Details for those applying from abroad will be announced at a later date.
Minister Miller expressed optimism about the program's potential to become a permanent fixture in Canada’s immigration system. He highlighted its role as a crucial tool in proving the effectiveness of regularization pathways, which are essential for integrating undocumented workers into the Canadian workforce.
Inclusive Eligibility Criteria
The HCWP is notable for its inclusive eligibility requirements, making it one of the most accessible pathways to permanent residency in Canada. To qualify, candidates must meet the following conditions:

Work Experience: A minimum of six months of recent, relevant work experience in home care, either in Canada or abroad, or an educational credential of at least six months related to home care training.

Language Proficiency: A Canadian Language Benchmark (CLB) level 4 in English or a Niveaux de compétence linguistique canadiens (NCLC) level 4 in French.

Job Offer: A full-time job offer from a private household or an organization that directly employs home care workers for short-term or occasional care. Eligible organizations include home health care service providers, direct care agencies, and pediatric home health care service providers.
Importantly, job offers from recruitment and placement agencies do not qualify, and a Labour Market Impact Assessment is not required.
A Broader Push for Regularization
The HCWP comes amidst a broader push by Canadian immigration authorities to regularize the status of temporary residents providing essential services. This includes a newly announced pathway for out-of-status construction workers, aimed at addressing labor shortages in a sector critical to Canada's housing market.
These initiatives align with the goals of Immigration, Refugees and Citizenship Canada (IRCC) by meeting immigrant admission targets, allowing temporary residents to continue contributing to the economy, and addressing workforce deficits in key sectors.
As Canada continues to navigate the challenges of labor shortages and economic growth, the HCWP represents a strategic step towards a more inclusive and sustainable immigration framework. By recognizing the contributions of home care workers and other essential service providers, Canada is reinforcing its commitment to a diverse and integrated society.
