This upward trend underscores Canada's growing appeal, despite the United States slightly edging out Canada in terms of students "extremely interested" in a study destination.

Several key factors influence the decision-making process for international students. Affordability tops the list, with 77% of surveyed students emphasizing the importance of affordable tuition fees. Other considerations include high graduate employment rates, programs that align with career goals, quality teaching, and the reputation of the program. Financial challenges have prompted over a quarter of students to reevaluate their choices, with many exploring European alternatives and shorter program options as cost-effective solutions.

Although the number of approved study permits dropped from 517,410 in 2024 to 437,000 in 2025, 30% of students expressed an increased interest in Canada due to these changes.
