Canada has implemented significant changes to its student visa policies, which are affecting the landscape for international students. Notably, there has been a marked decrease in the number of study permits issued, particularly impacting Indian students who have traditionally been a major demographic in Canadian higher education.
Key Changes in Canada's Student Visa Policies
Recent data shows that Canada has reduced the number of study permits granted to Indian students by an impressive 31% in the first quarter of 2025. This decision is part of a broader effort by the Canadian government to manage temporary migration more stringently. In total, Canada issued 96,015 study permits in early 2025, a significant decrease from the 121,070 permits granted during the same period in 2024.
The Impact on Indian Students in Canada
Indian students, who have long represented the largest group of international students in Canada, are significantly affected by these changes. In 2023, Indian nationals received 278,045 study permits, constituting nearly 41% of all permits that year. However, this figure dropped to 188,465 in 2024, indicating a broader contraction in the issuance of study permits.
Despite these reductions, Indian students remain a prominent presence in Canadian educational institutions. Yet, the ongoing policy adjustments may alter this dynamic and challenge Canada's appeal as a destination for higher education.
New Measures and Future Implications
Under the leadership of Prime Minister Mark Carney, Canada's government has introduced caps on temporary residents to control population growth and resource strain. The new policy sets a limit of 437,000 study permits for 2025, a decrease from 485,000 in 2024, with plans to maintain this cap through 2026.
In addition to the caps, financial requirements for international students have increased. As of January 2024, students must prove access to CA $20,635, a substantial increase from the previous requirement. Furthermore, a verification system requires Canadian institutions to authenticate students' acceptance letters, ensuring the validity of applications.
These changes reflect Canada's strategic approach to balancing the influx of international students with domestic resource management. The measures aim to address infrastructure and service demands while maintaining Canada's reputation as a leader in global education.
