Canada Strengthens Francophone Immigration to Bolster Economy and National Identity

February 9, 2024 — Ottawa — As Canada continues to embrace its multicultural identity, the emphasis on Francophone immigration is taking center stage. This initiative not only reinforces the country’s national identity but also addresses critical economic needs, including labor shortages and community development.

New Express Entry Rounds for Francophone Skilled Workers

In keeping with this objective, the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, announced the commencement of the 2024 Express Entry rounds. These rounds are designed to attract candidates who possess category-specific work experience or demonstrate strong French language proficiency, offering them a pathway to permanent residence in Canada.

Key Features of the Initiative

  • Category-Based Selection: This approach allows Canada to target in-demand professionals, ensuring they are integrated into communities where their skills are most needed.
  • Economic and Social Prosperity: By refining the selection process for economic immigrants, Canada aims to build sustained economic and social prosperity.

Ambitious Targets and New Policies

Last November, Immigration, Refugees and Citizenship Canada (IRCC) unveiled ambitious targets for Francophone immigrant admissions outside Quebec. These targets include:

  • 6% of Total Immigration in 2024
  • 7% in 2025
  • 8% in 2026

To support these goals, January 2024 saw the introduction of a comprehensive Policy on Francophone Immigration, complete with an Implementation Plan. This policy outlines innovative actions aimed at bolstering the demographic weight and economic vitality of Francophone minority communities.

Focus on French Language Proficiency

A critical aspect of this policy is the prioritization of candidates with robust French language skills within the Express Entry system. This focus underscores the government’s commitment to nurturing the economic and cultural vitality of Francophone communities outside Quebec.
