Canada Extends a Lifeline to Afghan Refugees: A Commitment to Human Rights

January 11, 2022—Ottawa—For two decades, Canadians have collaborated closely with Afghan nationals to bolster security, democracy, and human rights in Afghanistan. In recognition of the risks faced by those who participated in this crucial work, Canada is now opening its doors to welcome them.

The Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, has announced the arrival of over 250 Afghan refugees in Canada, including 170 human rights defenders. These individuals are being welcomed as government-assisted refugees, marking a significant step in Canada's long-standing tradition of championing human rights both domestically and internationally.

A Dedicated Pathway for Human Rights Defenders

In July 2021, Immigration, Refugees and Citizenship Canada (IRCC) launched a groundbreaking human rights defenders immigration stream, positioning Canada as one of the few countries globally with a permanent immigration program specifically for those who safeguard and advocate for human rights.

Human rights defenders play an indispensable role in promoting and securing the rights of individuals worldwide. Many among those arriving have dedicated decades to documenting human rights violations in Afghanistan and are determined to continue their advocacy efforts in Canada, supported by Canadian and international non-governmental organizations.

A Humanitarian Commitment

This recent group of arrivals is part of Canada's broader humanitarian pledge to provide sanctuary to vulnerable Afghan refugees. This includes:

  • Women leaders
  • Persecuted religious or ethnic minorities
  • LGBTI individuals
  • Journalists and those who assisted Canadian journalists

Alongside the humanitarian program, Canada operates a special immigration initiative for Afghans who supported Canada during and following its military mission in Afghanistan. To date, approximately 6,750 Afghan nationals have been welcomed under this commitment.

Building New Lives in Canada

In the coming days, these new refugees will be integrated into their host communities, where they will undergo quarantine with the help of local service provider organizations as they embark on their new lives in Canada.

Collaborative Efforts for Protection

The Government of Canada collaborates with organizations such as Front Line Defenders and ProtectDefenders, as well as other Canadian and international partners, including the United Nations Refugee Agency. These partnerships are crucial in identifying human rights defenders at risk and offering them necessary resettlement opportunities.

Supporting Resettlement and Integration

IRCC’s Refugee Resettlement Program is pivotal in facilitating the transition of vulnerable individuals across Canada, ensuring that they have the resources to live and thrive in their new communities. This support encompasses:

  • Assistance in securing permanent housing
  • Guidance on employment opportunities
  • Language skill enhancement
  • General adaptation to life in Canada

Through these efforts, Canada reaffirms its commitment to human rights and its role as a sanctuary for those who risk their lives to defend the fundamental freedoms of others. As these individuals begin their new chapter in Canada, they bring with them a legacy of courage and resilience that enriches the nation's cultural and humanitarian landscape.
