Canada Unveils Ambitious Immigration Strategy Amid Labour Shortages

Toronto, November 1, 2022—As Canada emerges as a global leader in economic recovery post-COVID-19, a pressing challenge has surfaced: critical labour market shortages that threaten the stability of Canadian businesses and the workforce. In response, the Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, has announced an ambitious Immigration Levels Plan for 2023–2025, positioning immigration as a key strategy to mitigate these challenges.

A Bold Vision for Immigration

The newly unveiled plan aims to bolster Canada's workforce by setting ambitious targets for incoming permanent residents:

  • 465,000 newcomers in 2023
  • 485,000 in 2024
  • 500,000 in 2025

This strategy not only seeks to maintain the momentum from last year's historic welcoming of over 405,000 newcomers but also emphasizes a geographical spread of new residents across the nation, including smaller towns and rural areas.

Key Highlights of the Immigration Levels Plan

The plan is structured around several core objectives:

  • Economic Growth Focus: By 2025, over 60% of admissions will fall within the economic class, crucial for addressing labour shortages in pivotal sectors such as health care, skilled trades, manufacturing, and technology.

  • Enhanced Express Entry System: New features will facilitate the entry of individuals possessing the necessary skills and qualifications in sectors experiencing acute shortages, including STEM fields.

  • Regional Program Expansion: To meet local labour demands, programs like the Provincial Nominee Program, the Atlantic Immigration Program, and the Rural and Northern Immigration Pilot will see increased support.

  • Family Reunification: Efforts will be accelerated to reunite families more swiftly.

  • Francophone Immigration: The plan commits to ensuring that at least 4.4% of new permanent residents outside Quebec are Francophone, bolstering the vitality of French-speaking communities.

  • Humanitarian Support: Canada will continue to offer refuge through initiatives like the expanded Economic Mobility Pathways Pilot, aiding those facing global crises.
