Canada Introduces Measures to Modernize Immigration System Amid Pandemic Challenges

Ottawa, January 31, 2022 — Immigration has long been the backbone of the Canadian economy, playing a critical role in mitigating labor shortages and fostering community growth. Throughout the pandemic, newcomers have been indispensable, particularly on the front lines of essential services. However, the system faces significant challenges, notably processing delays that have frustrated individuals seeking to work or reunite with family in Canada.

In 2021, Canada marked a milestone by welcoming the highest number of permanent residents in a single year, processing a record number of applications. Despite this achievement, pandemic-induced border restrictions have led to prolonged waits for many, highlighting the urgent need for system improvements.

New Measures Announced

Today, the Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, unveiled a series of measures aimed at enhancing client experience and modernizing the immigration system. These initiatives are integral to overcoming key challenges faced by applicants and achieving predictable processing times.

To address the prolonged wait times experienced by many skilled newcomers, the Government of Canada, as part of the Economic and Fiscal Update 2021, proposed an $85 million investment. This funding is earmarked to reduce application backlogs by increasing staffing. The aim is to restore processing service standards for various programs by the end of the year, including:

  • Study permits
  • Work permits
  • Permanent resident card renewals

Efforts are also underway to expedite processing times for visitor visas and proof of citizenship.

Enhancements in Processing Efficiency

Immigration, Refugees and Citizenship Canada (IRCC) is building on its existing work to streamline processes. Initiatives include:

  • Hiring approximately 500 new processing staff
  • Digitizing applications
  • Reallocating work across global offices

Advanced data analytics will further accelerate processing, particularly for visitor visa applications submitted from outside Canada. Since its implementation, the system has enabled routine files to be assessed 87% faster, ensuring quicker decisions without compromising program integrity. While an IRCC officer will always make the final decision, this approach enhances client service by managing the growing volume of applications.

In 2021, IRCC made over half a million decisions on permanent resident applications. The department plans to double its processing capacity, targeting 147,000 permanent residence final decisions in the first quarter of 2022.

Digital Innovations and Client Support

To support permanent residence applicants, IRCC will expand its digital application portal by summer 2022. This transition from paper to online applications aims to minimize COVID-19-related delays and provide immediate confirmation of submissions. This digital shift has already enabled spousal sponsorship applications to return to a service standard of 12 months for new applications.

Recognizing the demand for accessible status updates, IRCC will launch a Permanent Residence Application Tracker in February 2022. This tool will allow spouses and dependents to easily monitor their application status online.

Citizenship and Beyond

For citizenship applicants, IRCC has introduced several digital solutions, including online testing, an application tracker, and virtual citizenship ceremonies. Since April 1, 2020, over 170,000 new Canadians have been sworn in during approximately 350 virtual ceremonies per month. The department is exploring the option for applicants to self-administer their Oath by signed attestation, potentially reducing wait times for those at the final stage of their citizenship process.

Plans are in place to update the online processing times tool, offering applicants more accurate estimates for their application timelines. Through these comprehensive measures, Canada reaffirms its commitment to an immigration system that is resilient, efficient, and welcoming — a system that continues to fuel the nation's economic and social prosperity.
