Canada Launches New Humanitarian Pathway for Colombian, Haitian, and Venezuelan Nationals

November 17, 2023—Ottawa—Amid an unprecedented global migration crisis, Canada is stepping up to offer sanctuary to those most in need. As nations grapple with record numbers of displaced individuals, Canada is carving out a lifeline by establishing safer, regular migration pathways for vulnerable populations. Today marks the launch of a groundbreaking initiative aimed at providing a family-based humanitarian pathway to 15,000 individuals from the Western Hemisphere, supplementing existing migration programs.

A New Chapter for Displaced Communities

The Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, announced the opening of a dedicated humanitarian pathway designed to grant permanent residence to Colombian, Haitian, and Venezuelan nationals. This initiative underscores Canada's commitment to offering robust support to those facing socio-political and economic challenges.

Eligibility Criteria

To be eligible for this pathway, applicants must have familial ties to Canada. Specifically, the principal applicant must be related by blood or marriage to a Canadian citizen or permanent resident who is willing to support them for one year. Eligible relationships include being a:

  • Child (of any age)
  • Grandchild
  • Spouse or common-law partner
  • Parent or grandparent
  • Sibling

Comprehensive Support Services

Canada is not only opening its doors but also ensuring a smooth transition for new arrivals. Individuals arriving through this pathway will benefit from pre-arrival services, such as:

  • Employment skills assessments
  • Referrals to local settlement service provider organizations

Additionally, they may qualify for transitional financial support through the Resettlement Assistance Program, ensuring they have the resources necessary to start anew.

Expanding Existing Programs

In tandem with this new pathway, Canada continues to enhance its support for migrants from the Americas by:

  • Welcoming an additional 4,000 individuals through existing temporary worker programs, including the Seasonal Agricultural Worker Program
  • Leveraging the Economic Mobility Pathways Pilot to facilitate refugee labour mobility

These initiatives are strategically designed to alleviate migratory pressures across the Western Hemisphere by providing structured and secure migration options.

A Path Forward

The new humanitarian pathway stands as a beacon of hope for those displaced by instability in their home countries. By presenting an alternative to perilous irregular migration routes through Central America, Canada is reinforcing its role as a leader in global humanitarian efforts.

Immigration, Refugees, and Citizenship Canada (IRCC) will diligently monitor this program's progress, making necessary adjustments to ensure its success and alignment with humanitarian goals.
