Canada Expands Study Opportunities for Temporary Foreign Workers

Ottawa, June 27, 2023—In a move aimed at enhancing opportunities for temporary foreign workers and addressing Canada's pressing labor market needs, the Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, announced a significant policy shift today. The new measure, effective immediately, lifts restrictions on the length of study programs that temporary foreign workers can undertake without needing a separate study permit.

A Boost to Career Advancement

Historically, temporary foreign workers in Canada could enroll in educational programs only if they were six months or shorter, unless they obtained an additional study permit. This limitation often hindered these workers from enhancing their skills or aligning their qualifications with Canadian standards.

With the introduction of this three-year temporary measure, foreign workers now have the flexibility to pursue full-time or part-time studies for the duration of their work permits or until the policy expires. This change is poised to:

  • Enhance Career Growth: By allowing workers to gain additional training and education, this policy helps individuals advance their careers and improve their employment prospects.
  • Facilitate Permanent Residency: The measure provides foreign workers with greater opportunities to transition to permanent residency by enabling them to meet educational and skill requirements.

Eligibility and Implementation

The policy applies to those holding a valid work permit or who have applied for a renewal on or before June 7, 2023, and are authorized to work. However, if the duration of the desired study program exceeds the validity of the work permit, individuals will still need to apply for a study permit.
