Canada Strengthens Immigration Pathways for Ukrainians Amid Crisis

March 3, 2022—Ottawa — In a steadfast show of support for Ukraine's sovereignty and territorial integrity, Canada has announced new immigration initiatives aimed at welcoming Ukrainians fleeing the ongoing conflict. This move underscores the deep-rooted bonds between the two nations, with Ukrainian immigrants having significantly contributed to Canada's development over the decades.

New Immigration Streams for Ukrainians

In light of Russia's full-scale invasion of Ukraine, Immigration, Refugees and Citizenship Canada (IRCC) is swiftly introducing innovative immigration streams designed to accommodate both temporary and permanent relocations for Ukrainians.

Temporary Emergency Travel Authorization

For those seeking temporary refuge, the Canada-Ukraine Authorization for Emergency Travel has been established. This program allows for unlimited applications from Ukrainians escaping the turmoil, significantly streamlining the visa process by waiving many conventional requirements. Successful applicants, subject to background checks and security screenings, will have the opportunity to extend their stay in Canada for at least two years. The expedited pathway is anticipated to be operational within two weeks; meanwhile, Ukrainians are encouraged to apply through existing channels, where their applications will receive priority processing.

Family Reunification and Permanent Residence

Recognizing the desire of some Ukrainian nationals to establish permanent roots, especially those with familial connections in Canada, IRCC is prioritizing a special family reunification sponsorship program. This initiative will facilitate permanent residency for immediate and extended family members of Canadian citizens and permanent residents. Details of this program are being developed in collaboration with the Ukrainian Canadian Congress, with more information expected in the coming weeks.

Employment Opportunities

To further support Ukrainian nationals, all individuals arriving under these special measures will be eligible for open work permits. This provision simplifies the hiring process for Canadian employers seeking to employ Ukrainian talent. Additionally, Ukrainians already residing in Canada on visitor, worker, or student permits, who are unable to safely return home, will also be granted open work permits.

Collaborative Efforts and Future Steps

IRCC's efforts are bolstered by close collaboration with various government departments, the Ukrainian Canadian Congress, and the broader Ukrainian-Canadian community. These partnerships aim to ensure the measures effectively address the diverse needs of Ukrainians during this crisis. Ongoing discussions with provincial and territorial governments, along with other stakeholders, will continue to fine-tune the support network for incoming Ukrainians.

A Message of Solidarity

Canada extends its unwavering support to the people of Ukraine, who have captured global admiration with their bravery and tenacity. As the world rallies in solidarity, Canada stands ready to welcome and support Ukrainians seeking safety and new beginnings. The government remains committed to swiftly implementing these measures, reinforcing the shared values and enduring friendship between Canada and Ukraine.

More detailed information on the new immigration pathways, including processing times, will be released in the coming days and weeks, as Canada remains vigilant in its support for Ukraine during these challenging times.
