Canada Unveils New Measures to Bolster Francophone Immigration

January 16, 2024, Caraquet, New Brunswick—In a strategic move to enhance economic growth, support Francophone minority communities, and address labor shortages, Canada has unveiled a comprehensive plan to boost Francophone immigration outside Quebec. The announcement was made by the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, during a visit to Caraquet, New Brunswick.

Key Initiatives Announced

Minister Miller introduced a series of initiatives aimed at reinforcing the presence of French-speaking communities across Canada. These include:

  • A New Francophone Immigration Policy: This policy is designed to invigorate the economic development of Francophone minority communities. It outlines ambitious, innovative actions to restore and increase their demographic weight through targeted recruitment and promotion efforts, both domestically and internationally. This initiative focuses on addressing labor shortages in specific industries and includes the development of programs dedicated to Francophone economic immigration.

  • Renewal and Expansion of the Welcoming Francophone Communities Initiative: Fourteen communities will continue to receive funding to aid the integration of French-speaking newcomers. The initiative's expansion will allow up to ten additional communities to foster environments conducive to the economic and socio-cultural integration of Francophone immigrants.

  • Francophone Immigration Support Program: This program will finance innovative projects aimed at eliminating barriers to Francophone immigration. It will enhance the ability of Francophone minority communities to engage in international promotions and recruit French-speaking candidates effectively.

  • Action Plan for Official Languages 2023-2028: Supported by an investment exceeding $137 million, this action plan underscores the federal government's commitment to enhancing the vitality of Francophone minority communities.

Achievements and Future Targets

The Minister proudly announced that the target of 4.4% French-speaking resident admissions outside Quebec was surpassed in 2023, achieving approximately 4.7% from January to December. Immigration, Refugees and Citizenship Canada (IRCC) is expected to confirm the complete statistics by February 2024.

Looking forward, IRCC has set ambitious yet attainable targets for the upcoming years, with Francophone immigrant admissions outside Quebec projected to reach 6% in 2024, 7% in 2025, and 8% in 2026.
