Canada Tightens Border Regulations to Enhance Immigration System Integrity

Ottawa, June 21, 2024 — The seamless movement of goods and people across the Canada–United States border is pivotal to the economic prosperity of North America and the enduring personal connections between Canadians and Americans. In pursuit of improving border efficiency without compromising security, Canada is implementing new immigration measures.

Today, the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, announced a significant policy change: foreign nationals are no longer permitted to apply for a Post-Graduation Work Permit (PGWP) at the border, effective immediately. This strategic move aims to curb the practice known as "flagpoling."

Understanding Flagpoling

Flagpoling refers to the process where temporary residents of Canada bypass conventional online application wait times by exiting and re-entering the country to receive expedited immigration services. This practice has strained border resources, diverting officer attention from essential enforcement activities, causing traveller delays, and impacting the efficient flow of goods.

Key Statistics:

  • Between March 1, 2023, and February 29, 2024, PGWP applicants constituted approximately 20% of foreign nationals attempting to flagpole.

Government Measures and Objectives

In response to these challenges, the Government of Canada is actively encouraging applicants to utilize in-country processing methods rather than flagpoling. Efforts are focused on:

  • Improving Processing Times: Enhancements in processing efficiency are underway, with a commitment to modernizing and centralizing application procedures to facilitate faster global processing.
  • Promoting Fairness: The new policy aims to create a level playing field for all applicants by eliminating the advantages gained through flagpoling.
