Summary
The Rural Community Immigration Pilot (RCIP) offers a dedicated pathway to permanent residence for skilled workers prepared to live and work in smaller Canadian towns facing labour shortages. Launched in January 2025, the pilot brings together federal, provincial, and local partners to address critical workforce gaps in 14 rural communities across six provinces. Applicants must secure a valid job offer from a designated employer, meet both federal IRCC criteria and any community‑specific requirements, and may be eligible for an optional work permit to begin employment while their permanent‑residence application is processed.
Introduction
By directing immigration beyond major urban centres, the RCIP aims to:
- Alleviate chronic skills shortages in rural economies
- Promote balanced economic development across Canada
- Encourage long‑term settlement and community integration
Building on the lessons of the former Rural and Northern Immigration Pilot, the RCIP refines the community‑driven selection process and strengthens local stakeholder partnerships.
Participating Communities
The first RCIP intake includes 14 communities across six provinces:
Province | Communities |
---|---|
Nova Scotia | Pictou County |
Ontario | North Bay Sudbury Timmins Sault Ste. Marie Thunder Bay |
Manitoba | Steinbach Altona/Rhineland Brandon |
Saskatchewan | Moose Jaw |
Alberta | Claresholm |
British Columbia | West Kootenay (Trail, Castlegar, Rossland, Nelson) North Okanagan Shuswap Peace Liard |

Designated Employers
A designated employer is a local business that has applied to and been approved by its community’s economic development body to hire foreign skilled workers under the RCIP.
Examples of designated employers in participating communities include 360 Boring Services Inc., Agnico Eagle Mines Limited, and EV Nickel Inc., among others.
Eligibility Requirements
To qualify for the RCIP, applicants must:
- Hold a valid job offer from a designated employer in one of the participating communities
- Accumulate at least 1,560 hours of related work experience in the three years before applying, aligned with the NOC TEER level of the job offer
- Demonstrate language proficiency in English or French via an approved test
- Obtain an Educational Credential Assessment (ECA) for foreign credentials, or hold an eligible Canadian credential
- Show proof of settlement funds sufficient to support themselves (and any dependants) upon arrival
Some communities offer exemptions—such as for recent local graduates—or may set additional benchmarks; always verify on the relevant community portal.
Application Process
- Secure a Job Offer Obtain an eligible job offer from a designated employer in your chosen community.
- Obtain Community Recommendation Your employer submits your profile to the local economic development organization, which reviews eligibility and issues a recommendation.
- Submit Permanent Residence Application Apply online through IRCC’s Permanent Residence Portal, attaching your community recommendation and supporting documents.
- Apply for an Optional Work Permit Once your PR application is in process, request a two‑year open work permit to begin employment while awaiting the final decision.
