Canada Expands Pathways for Ukrainian Refugees Amid Ongoing Conflict

As the brutal invasion of Ukraine by Russia enters another year, Canada remains steadfast in its support for those fleeing the violence. Since the inception of the Canada-Ukraine Authorization for Emergency Travel (CUAET) in March 2022, Canada has offered temporary refuge to over 166,000 Ukrainians. In a bid to enhance this support, the country is now rolling out measures to assist Ukrainians both in migrating to Canada and in settling permanently alongside their families.

In conjunction with Canada’s commitments at the NATO Summit in Vilnius, Lithuania, the Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, unveiled a new immigration pathway aimed at uniting Ukrainian families. This initiative underscores Canada's dedication to providing a secure environment for those displaced by the conflict.

New Pathway to Permanent Residence

Launch Date: October 23, 2023
This new immigration route will offer permanent residence to Ukrainians who have fled the ongoing conflict and wish to make Canada their home. To be eligible, applicants must currently hold temporary resident status in Canada and have a family member residing in the country. Eligible relations include:

  • Spouses or common-law partners
  • Parents and grandparents
  • Siblings
  • Children and grandchildren of Canadian citizens or permanent residents

Further specifics regarding the application process and requirements will be disseminated as the launch date approaches.

Temporary Measures and Extended Stay Options

Ukrainians in possession of a CUAET visa have until March 31, 2024, to enter Canada under these temporary provisions. Although overseas applications under CUAET concluded on July 15, 2023, Ukrainians and their family members can still seek entry through a temporary resident visa, per existing immigration protocols.

Once in Canada, temporary residents will have the opportunity to extend their stay by up to three years through prioritized study and open work permits. Additionally, they will gain access to a suite of settlement services, including language training and employment assistance, to facilitate their integration into Canadian society.

Collaborative Efforts to Support Newcomers

The Government of Canada is actively collaborating with provincial, territorial, and municipal entities, alongside settlement service providers and the Ukrainian-Canadian community, to ensure a welcoming environment for Ukrainian newcomers. This comprehensive support network is designed to help refugees not only find safety but also to thrive and contribute to communities across the nation.

As global tensions persist, Canada reaffirms its commitment to humanitarian aid and the welcoming of those in search of peace. Through ongoing initiatives and partnerships, the country stands as a beacon of hope and opportunity for those escaping the ravages of war.
