
The Quebec Ministry of Immigration, Francisation and Integration (MIFI) has unveiled a transformation in its immigration policy. It has implemented the new Skilled Worker Selection Program (PSTQ), a shift from the former Regular Skilled Worker Program (PRTQ).
The PSTQ is a more focused and efficient approach to drawing adept professionals to the region, replacing the long-serving PRTQ. The PSTQ is designed to meet the needs of Quebec's workforce. It is based on a four-component structure, catering to a range of abilities and qualifications. The key components include:
● Superior Qualifications and Specialized Skills
● Intermediate and Manual Skills
● Regulated Occupations
● Exceptional Talents
This new program is part of Quebec’s declaration of interest immigration management system. Prospective immigrants must initially submit a declaration of interest. If their profiles align with the province’s specific criteria, they may be invited to apply for permanent residency, as per Quebec government guidelines.

Deadline for PRTQ in Quebec
Despite the changeover, those who lodged applications for permanent residency under the PRTQ before Nov. 29, 2024, and those who have received invitations, will not be impacted by this transition. These applications will be processed based on the former program’s criteria.
However, a temporary hold on new invitations has been imposed and is expected to stay in effect until June 30, 2025, at the latest. Quebec previously announced the suspension of two immigration channels as part of its population control measures.
The Quebec government has also mandated an update in the declaration of interest. Applicants who expressed interest in immigrating to Quebec prior to Nov. 29, 2024, now need to revise their declarations to comply with the new program rules. This update is crucial for potential consideration when invitation rounds recommence.
In the past, Quebec revised the regulations regarding the professional practice of foreign nationals in the province and the validity of their expressed interest to settle there. In 2023, Premier François Legault imposed stringent requirements compelling nearly all immigrants to Quebec to possess French language proficiency in both speaking and writing.
