Canada Extends Agri-Food Pilot to Support Agricultural Workforce
May 8, 2023—L’Orignal, Ontario—In a bid to bolster the agri-food sector and fortify Canada’s food supply system, the Government of Canada has prioritized the recruitment and retention of skilled agricultural workers. Acknowledging the critical role of a stable workforce, the Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, announced an extension of the Agri-Food Pilot. Originally launched in May 2020, the pilot program will now continue until May 14, 2025, facilitating the transition of experienced agricultural and food industry workers to permanent residency in Canada.
Key Developments in the Agri-Food Pilot
The extension of the Agri-Food Pilot is accompanied by significant modifications aimed at enhancing the program's accessibility and effectiveness:

Removal of Occupational Caps: The elimination of annual occupational caps will allow more candidates to apply for specific occupations under the pilot, expanding opportunities for eligible workers.

Family Inclusion: Access to open work permits will be extended to family members of all Agri-Food Pilot participants, irrespective of the participant's job skill level.

Union-Based Work Experience Verification: Candidates can now use union attestations as proof of work experience, offering an alternative to employer reference letters.

Flexible Requirements for Applicants: Canadian residents can choose between fulfilling the job offer requirement, including the median wage, or meeting the education requirement with verified educational credentials.

Inclusion of Vulnerable Workers: Work experience gained under open work permits for vulnerable workers will be accepted, broadening the eligibility criteria for permanent residency.
These enhancements address the persistent labor shortages in sectors such as meat processing, mushroom farming, greenhouse crop production, and livestock raising, by ensuring the availability of full-time, year-round employees. They also aim to alleviate barriers, reduce candidate vulnerability, and provide a more inclusive pathway to permanent residency for workers and their families.
