Canada Leads Global Effort to Enhance Refugee Labour Mobility

April 6, 2022—Ottawa — In a world where millions are displaced and in dire need of protection, opportunities for resettlement are rare, with only about 1% of refugees accessing such avenues annually. This leaves a vast number in uncertainty and a wealth of talent untapped. Labour complementary pathways offer a promising alternative, enabling displaced individuals to secure long-term solutions through labour migration programs. By doing so, these pathways not only address the refugees' need for protection but also acknowledge their skills and potential contributions.

Launch of the Global Task Force on Refugee Labour Mobility

Recognizing the need for scalable solutions, the Global Task Force on Refugee Labour Mobility was launched today, with Canada proudly taking on the role of its inaugural chair. The Task Force aims to amplify the impact of labour complementary pathways globally. In its first meeting, leaders from Canada, Australia, the United Nations Refugee Agency, the International Organization for Migration, the International Chamber of Commerce, Fragomen, Talent Beyond Boundaries, and RefugePoint convened to discuss the transformative potential of refugee labour mobility initiatives.

Canada's Leadership in Global Talent Attraction

Canada continues to demonstrate its leadership in attracting international talent, crucial for addressing skilled labour shortages and boosting post-pandemic economic recovery. Labour complementary pathways are designed to complement existing humanitarian resettlement programs, aiming to increase the number of skilled refugees eligible for immigration.

This initiative builds upon Canada’s Economic Mobility Pathways Pilot (EMPP), an innovative program that dismantles barriers for refugees, facilitating their integration into Canada's economic programs.

Engaging Global Stakeholders

The Task Force will collaborate with a diverse array of stakeholders, including governments, businesses, non-governmental organizations (NGOs), and civil society. The goal is to enhance the influx of skilled refugees to Canada, particularly in sectors experiencing acute labour shortages.

Throughout the year, the Task Force will organize activities to identify and implement labour pathway initiatives. A key focus will be on understanding and overcoming policy and operational challenges, with collaboration being pivotal to transforming pilot projects into formal programs. Success hinges on active participation from stakeholders whose insights will be invaluable for refining these pathways.

Future Outlook and Reporting

Looking ahead, the Task Force plans to produce a comprehensive report in 2024. This document will encapsulate the Task Force's achievements and offer policy and operational recommendations for expanding labour complementary pathways for refugees globally.

Through this international collaboration, the Task Force aims to support skilled refugees in need of protection, providing them with opportunities to contribute meaningfully to their new communities.
