Canada Welcomes 30,000 Vulnerable Afghans

Canada Continues to Welcome Afghan Refugees Amidst Challenges

April 12, 2023—Ottawa — As Canada advances towards its ambitious target of resettling at least 40,000 Afghan nationals by the end of the year, communities nationwide are playing a pivotal role in embracing these new residents.

The Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, announced today that over 30,000 Afghan refugees have been welcomed to Canada since August 2021. The latest group of newcomers arrived in Toronto, Ontario, on a charter flight from Pakistan. This cohort includes Afghans who supported Canada’s mission in Afghanistan, relatives of former Afghan interpreters, and privately sponsored refugees under the humanitarian stream.

Focus on Vulnerability

Canada's humanitarian resettlement program prioritizes the most vulnerable Afghans, including:

  • Women leaders
  • Human rights defenders
  • Persecuted and religious minorities
  • 2SLGBTQI+ individuals
  • Journalists

These efforts ensure that those facing the greatest risks have the opportunity to rebuild their lives in safety.

New Beginnings Across Provinces

The newcomers will integrate into various Canadian communities, such as Surrey (BC), Toronto, and London (ON), where local support systems are already in place to facilitate their transition into Canadian society.

Navigating Complex Challenges

Despite the progress, significant hurdles remain. Many Afghans face immense risks in their attempts to leave Afghanistan, compounded by the absence of Canadian diplomatic or military presence in the country. The situation in Afghanistan remains volatile, making safe passage a complex challenge.

International Collaboration: A Key to Success

The success of Canada's resettlement efforts cannot be attributed solely to domestic initiatives. It is the result of robust international collaboration with partners such as:

  • The United States
  • The United Arab Emirates
  • Pakistan
  • Other regional allies

In addition, organizations like the International Organization for Migration (IOM), the United Nations Refugee Agency, Front Line Defenders, and ProtectDefenders.eu have played critical roles.

A Nationwide Effort

Within Canada, the concerted efforts of provincial and territorial governments, municipalities, resettlement service providers, and thousands of compassionate Canadians have been instrumental in achieving this milestone.

As Canada continues this important humanitarian mission, it remains committed to providing refuge to those in need, while fostering an environment of inclusivity and support for all newcomers. The journey is ongoing, but with international cooperation and community support, Canada is well-positioned to meet its resettlement goals by the end of 2023.
