Canada Expands Francophone Immigration Program

Ottawa, June 15, 2023 — Francophone immigration remains a central focus for the Government of Canada as it continues to lead in welcoming French-speaking nationals. By introducing innovative measures, Canada aims to bolster the contribution of newcomers to minority communities, thereby preserving the nation's rich social fabric.

Expansion of the Francophone Mobility Program

In a significant move, the Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, has announced a two-year expansion of the Francophone Mobility Program. This program enables Canadian employers to extend job offers to eligible candidates possessing a moderate command of French across all National Occupation Classifications, with the sole exception of primary agriculture positions.

Originally limited to highly skilled French-speaking temporary foreign workers, the program's expansion now opens more opportunities for French-speaking immigrants to acquire Canadian work experience. This experience could be pivotal in qualifying them for permanent residence.

Updated Language Proficiency Criteria

The expansion comes with updated French language proficiency requirements for foreign nationals applying for a work permit under the program. Applicants must demonstrate moderate oral comprehension and expression skills, meeting a level 5 proficiency. This update aligns with the language needs across various occupations, broadening the pool of eligible French-speaking candidates.

Proof of Language Proficiency

Applicants must provide documentary evidence to verify their language proficiency. Acceptable documentation includes, but is not limited to:

  • A French evaluation test or the French competencies test
  • A diploma or degree from a French college or university
  • Documents confirming studies at a French-language institution
