Canada and South Korea Strengthen Youth Mobility Ties

In a significant diplomatic stride marking the 60th anniversary of bilateral relations, Canada has reaffirmed its commitment to South Korea, an integral partner in the Indo-Pacific region. The Government of Canada has announced an enhanced youth mobility arrangement, reflecting a deepening of ties and mutual cooperation between the two nations.

A New Era for Youth Mobility

Ali Ehsassi, Member of Parliament for Willowdale, speaking on behalf of the Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, unveiled the new Canada–South Korea Youth Mobility Arrangement. This initiative promises to expand and enrich the horizons for young individuals eager to explore international work and travel opportunities within each other's borders via the International Experience Canada (IEC) program and its South Korean counterpart.

Key Enhancements of the New Arrangement

The revised agreement introduces several notable improvements over the previous 1995 memorandum of understanding:

  • Increased Eligibility Age: The age limit will now extend from 18–30 to 18–35 years, allowing a broader age range of youth to participate.
  • Additional Streams: Two new streams—International Co-op (Internship) and Young Professionals—will join the existing Working Holiday category, offering varied pathways for engagement.
  • Extended Participation: Most participants will be eligible to engage in the program twice, each time for up to 24 months, thereby enhancing the depth of their international experience.

Looking Ahead

The Canadian government anticipates that the new arrangement will be operational in 2024. This development is expected to foster enriched cultural exchanges and bolster labor market access for young Canadians and South Koreans alike. By facilitating greater mobility, the initiative aims to strengthen the people-to-people connections that form the foundation of Canada-South Korea relations.
