Canada Expands Safe Haven for Global Human Rights Defenders

Ottawa, July 25, 2023 — In a bold affirmation of its commitment to human rights and international solidarity, Canada has announced a significant expansion of its resettlement program for human rights defenders (HRDs). The Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, revealed that the number of resettlement spaces for HRDs and their families will double from 250 to 500. This initiative underscores Canada's dedication to protecting those who bravely stand against injustice around the world.

Supporting At-Risk Advocates

Human rights defenders are critical in fostering inclusive and democratic societies, often at great personal risk. In numerous countries, these courageous individuals face violence, threats, and forced displacement, particularly those from marginalized groups who experience heightened vulnerability due to their intersectional identities. Canada's enhanced resettlement program seeks to offer sanctuary to those who champion fundamental freedoms at great personal peril.

A Tradition of Refuge

Canada's history of welcoming those in need is well-established. For the fourth consecutive year, Canada led global resettlement efforts, accepting over 47,500 refugees from more than 80 countries in 2022. As one of the pioneering nations to provide a dedicated, permanent pathway for HRDs, Canada continues to solidify its role as a global leader in refugee protection.

The expansion of this program aligns with Minister Fraser's mandate commitment and strengthens partnerships with civil society organizations. It is a clear testament to Canada's unwavering support for human rights defenders worldwide.

Future Initiatives

In addition to expanding resettlement opportunities, Canada plans to collaborate with domestic civil society organizations to develop a temporary protection pathway for HRDs. This initiative will roll out in the coming months and aims to offer immediate safety to those in urgent need.

A Global Commitment

By bolstering support for HRDs, Canada not only enhances their safety but also empowers them to continue their vital work in defending human rights. The expanded global refugee stream provides a pathway to permanent residence for those who cannot safely return to their home countries.

Canada’s initiative is a profound statement: in a world where human rights are frequently under siege, Canada stands ready to offer refuge and hope to those who dare to defend our shared freedoms. Through these efforts, Canada reinforces its position as a beacon of hope, ensuring that those who risk everything for justice are not left to face their struggles alone.
